Don't be deceived by the figure of a developing country's GDP. The megacity in the developing country has the marvelous record of GDP and the growth rate of it. Moreover, The bargaining power of the citizens who live there is very aggressive.

The purpose of the megacity is to invite MNCs(Multi-National Capmany) and investors, of course, Japan also aims to it by establishing "National strategic city" like Fukuoka. I can understand the framework of a new rule to compete with other countries. Very exciting.
